To publish an app uses SharedUserCertificates capability, you will need to have a company account not an individual account.

But having a company account does not guarantee that apps using this capability will pass certification. These capabilities are intended for very specific scenarios, and most apps shouldn't declare them. For more information, see App capability declarations .

You can contact Dev Center support through your developer account to ask for the authorization. But for Store submission, you need to have a company type developer account at least.
