I'm writing a WCF/EF/SQL2k8/IIS7 app that will run on a branch server local to the clients.  I expect about 20 users with very intermittent usage (it's an image service that will retrieve and display images when requested).  Is there any guidance on why one should shell out for Win2k8 instead of using the Windows 7?  The app runs fine on Win7, but I don't want to run into any connection limits, performance ceilings, management issues that are easier handled on a server OS, etc.

I beleive you won't have any problems by migrating your app to Windows Server 2008.
The main difference that I see is that Win2008 is think to prioritize background process like a real server, while Win7 prioritize user interface activities. Also from a management, scale perspective Win2008 is a better solution to host your app.
