I cannot see any legitimate reasons for doing so. To best of my knowledge, there is no legitimate and reliable way of doing such things, because it would present be a security thread. A user should always have the right to terminate any process. This right is critical to the whole system functionality if some process, by some reasons like defects in software, starts to present a disruption to functioning of other processes of the whole system.

I would advise one thing: if you want to do something rather unusual or questionable, always provide your detailed motivation and explain your ultimate goals. Not many people will like to waste their time on something which might not make sense.
