We tested our inf with infverif.exe, it does display some warnings (warning 2083) about some sections, namely, taht they are not used or referenced. The problem is we use those for installation with setupapi.

I'm assuming you are referring to Sysdev/devcenter when you say submission, if so, you need to download the HCK2.1 (for Windows 8.1 and downleve) or the HLK (For Windows 10 +) and run all of the tests against your driver and then you would need to upload your signed submission package to the dashboard.
