It is not possible to database where you accept image/photo as argument and matches your image/photo from the database and return that image or similar images. As per I know database not provide any function like that. If you need to then i guess some kind of image/pattern recognition program you need to write. There are so many pattern recognition algorithm exists.
From database part what often we do that is create a tag type field in the table where image exists. Some kind of keywords related to that image store there when image is uploaded there. User will search that image based on that keywords.
Example:
You upload an Tiger image to your database. then tag value might be tiger, animal etc. When user search that tiger image then he will enter either tiger or animal keyword in search box. Based on that search keyword you retrieve that image from your database.
