Hi all,

does anyone know what does this exactly mean?

the error code page does not help much.

I was trying to bulk upload Campaigns, all others are fine but getting this error.

Not everyone is enabled for Audience Ads. (The terminology has shifted from Native ads and Intent ads, and some of the API names have not been rebranded, so as not to jeopardize client dependencies.) 

This feature is currently available in the United States, Canada, the United Kingdom, and Australia. If you advertise in the United States, Canada, the United Kingdom, or Australia and want to opt in to audience ads, contact support.

You might observe the 4408 error if your accounts are not enabled and you tried to set the Bid Adjustment in the Bulk Campaign record. I suggest that you review / compare your campaign setup and the contents of the upload file.
