I've heard Expression has been made for design teams to work on WPF/Silverlight project at the same time as developers do with Visual Studio.

I (developer) and the design team in my company tried to work on the same project (a Silverlight + Azure project) and same files respectively with Visual Studio and Expression, but we could never manage to make the project compile in Expression as there were too many missing dependencies (not only DLL, also linked programs). I did not want the designers to install the whole Azure SDK in order them to create styles on my user interface !
