I am new to Visual Studio Online and I need to start editing the system with customization for my team. For example, when all existing tasks that are children to a User Story are closed, I want the state to automatically change on the User Story to Resolved. Can someone direct me to where I need to go to learn how to do these sort of customization?

You can try using the Tfs Aggregator plugin that is in the marketplace.  There is a version for VSTS and one for on-premise TFS.

This will allow you to change the state of the parent when all children are set to a specific state.
