We would like to implement a check in our app and inform the user if the MPNS is currently not being reachable and therefore no pushes are being received, this could happen for example if some proxy is blocking the address of MPNS. Is there an official adresse of MPNS so we can check in the app if the address is reachable? Or is there another way to check if notifications are not being delivered because of the host being blocked?

No there is not an official address.  You can try to connect to any external host to determine if a proxy is blocking all traffic.
