I am attempting to get Silverlight working on IE 11 or Firefox for a web portal program requiring it's functionality to use their system.
Verified I am running;
Microsoft Silverlight (64-bit)
Version: 5.1.50901.0
(c) 2016 Microsoft Corporation. All rights reserved.
Thus far to attempt to get it to work I've done the following;
Installed
Uninstalled (cleaned the registry) with the Silverlight Cleanup tool
Rebooted
Reinstalled to verify there are no corrupt files
Changed all permissions for the folders to "Everyone" access
Verified no firewall or virus software preventing use
Application storage is checked
Added the website - as well as set permissions within Internet Options
Silverlight will not acknowledge the Permissions
Issues
Cannot Verify it's functionality on any test sites, websites that require it will not open
Silverlight will not acknowledge permissions to allow sites to be added

What the result when you open Silverlight Web site in IE 11? Does it load as a white screen or prompt you to install Silverlight, or any other messages? Please share a screenshot to help us understanding your issue.

Are these test sites all belong to the web portal program or some official Silverlight site?
If they are all belong to the Web portal program that you want to access, I suggest you open following Silverlight official site to check whether this issue related to Silverlight or the program that you accessed.
If some of test sites belong to official site, please check following settings in IE, whether they are set correctly.
- Download unsigned Activex Controls : Disable
- Initialise and script Activex controls not marked as safe... : Disable
- Run ActiveX controls and plug-ins: Enable
- Script Activex controls marked safe for scripting: Enable
- Allow ActiveX Filtering: Disable
