I need to write a mobile inspection application that will use a sql express relational database for devices that will frequently be out of phone range.  I have written in VS 2005 for Windows Mobile 6.x, but I'm hesitant to start anything new in an old technology.  Plus, I would like to have one application that worked from any browser, even offline.  From what I can tell MVC/HTML5 might do this, but I don't know enough to make a decision.  I would rather not write a mobile and web application.  Any suggestions would be greatly appreciated.

Windows mobile 6.5 ships with Internet Explorer Mobile 6. IEM6 is based on IE6 for the desktop and is therefore not capable of rendering advanced features like HTML5. 

If that's a necessary technology, then you will need your users to install Windows Mobile versions of a newer non-Microsoft browser (probably webkit based).
