Is it supported to have multiple information stores when using multi-tenant mode? If so how does the system decide where to place the mailboxes? can the informationstore be defined in one of the service plans?

Within WSP there is no setup to define the store location or within Exchange service plan setup.  What are the requirements of setting up multiple stores?  For redundancy using databases and syncing across environments for seamless failover works well.
