I have baseline a resource to work 4 hours per day, to a maximum of 20 hours for the week.

Project Server will allow resources to log effort more than allocated. But if you would like to control it you can consider the following process assuming your PWA instance is configured in Single entry mode and you have weekly timesheet periods defined:

1. Once the timesheet is submitted by the resource which has more than 20 hrs/week on the task, the task update will be sent to the status Manager for approval after Timesheet is approved.

2. The status manager can review the task update (effort greater than 20 hrs ) and can reject the task update.
