Where can I find  all of the headers and libraries for IE 11.0? I am really interested in the Mutation observer. Also, are there any ATL/C++ Mutation Observer examples or documentation available.

IE11 headers and libs are shipped with Visual Studio 2013/Windows 8.1 SDK.

There's nothing in the IE11 SDK for the mutation observer though. No IDL for early binding, no CLSID in registry for late binding. You probably need to call it via script injection (inject a function then eval a script that creates the observer and pass your function, execScript is deprecared).
