I have developed a workbook that is used in many countries around the work but I have a problem in Turkey.

Using the Cell("filename") function with the language set to Turkish gives a #VALUE error. All other languages I have tried so far work as expected.

This is very easy to reproduce, just set the langauge to Turkish in the Region and Language section on the control panel and enter this formula into a blank workbook. I can reproduce it with Office 2010 and 2013 unders Windows 7. (Other combinations not tried)
