    I am resolving the issues related to globalization category.I came across the issue of Tolower(). In some cases I am unable to resolve this issue by replacing the Tolower() to ToUpperInvariant() method due to code complexity and dependencies. Can I suppress this error with justification?.

    In our application we are using Culture as InvariantCulture and not using any other Culture due to which application will fail , we are using only english language formats. So can we Suppress these issues?  We are resolving these issues for the "Certificate management in microsoft dynamics".

Notice that the warning is under globalization category, but your application is marked as Not-For-Globalization, so I think you can just suppress the warning.
