I have faced a strange issue. My app is not allowed to be installed on sd card. That option is set in store manifest for WP8.1 package and a checkbox "Customers can install this product to alternate drives or removable storage" is  unchecked in submission properties.

WP8.1 package has no problems. However Windows 10 mobile users, who set their devices to install apps on SD card are not able to download UWP package from the Store. When such a user tries it, the Store would not warn him, that he cannot install such an app, rather it would start downloading, showing progress and then showing notification "App couldn't install". Tapping "See details" just triggers one more futile attempt to install the app. As a result, a user technically acquires the app, and it sticks in downloads. I've got plenty of 1-star review full of anger because of that.

As far as I'm concerned, there are no opposite way to solve this problem, I would like to suggest you to make your app allowed to be installed on SD card to solve this question.
