We were under the impression that platform software such as windows and Office can be downloaded and used under bizspark program for development and test purposes - by this i mean using windows on a development or a test machine before installing other tools like visual studio or tfs.
Someone just suggested to us that this is not covered under Bizspark - that there is a base 'OS' license we have to procure. Is this true? I know it is mentioned quite clearly in a lot of bizspark documents, but this is someone from microsoft that is suggesting this so I wanted to double check.

MSDN Licensing
MSDN subscriptions are licensed on a per-user basis. One person can use the software to design, develop, test, or demonstrate his or her programs on any number of devices. Each person who uses the software this way needs a license.

Many MSDN subscribers use a computer for mixed use—both design, development, testing, and demonstration of your programs (the use allowed under the MSDN subscription license) and some other use. Using the software in any other way, such as for doing email, playing games, or editing a document is another use and is not covered by the MSDN subscription license. When this happens, the underlying operating system must also be licensed normally by purchasing a regular copy of Windows such as the one that came with a new OEM PC.

Based on this you can use Windows and Office on a computer you design software, develop software on, test your software on and demonstration of your program. All other use on the same computer requires a second license for OS and/or Office.
Take a example, if you use your computer only for Visual Studio, then Win + Office = OK. If you want to use the same computer to read mails, browse the internet, play games etc, then you can not use the MSDN license. Or, you can use it, but you have to buy a second license (or use the OEM license if you have got a computer with Windows software).
On all test computers you can use whatever software from MSDN, as long as you need it for the test of your software. You can not use MSDN software to evaluate the software, then you have to get a Technet account.
