I have been tasked with developing a live tile for my company. My boss wants a live tile that when clicked just launches a web page taking the user to a self help portal. The problem that I have run into is that I cannot find a way to stop the application from popping up first. Is there a way around this or does the UWP application have to have a GUI associated with it?

If your app does nothing but launching a link then it would be rejected by the store.  Launching an external desktop browser to display a help file or in-app ads is fine but launching links can't be your main use case.
