WebsitePanel assumes all DNS is enabled by default if DNS is enabled on the account. This makes it an extra step if the domain is not going to be hosted by local DNS.

Right now when adding a new domain in WSP there is an option to choose "Enable DNS" for this domain, for adding domain withing organization it's not shown.

Actually, even if this option is not available on organizations screen customer should go to "Domains" section after domain is added and disable DNS there.

Additionally, if you don't need DNS zones for organizations at all then turn off DNS resource in the plan.
