Is this intentional or a bug?

You'd need to ship a similar "old style legacy web plugin" and a Visual Studio (winforms based) editor extension if you want your custom elements to show up in the legacy forms.

This is why the new form is taking over everywhere, in Visual Studio itself as well, as that (by default) now opens a web form.

So consider this by design.
