I am not want to display the word or excel document in a iot UWP APP. Is there a API or easy way to read and write those office document? I want to save the sensor data to a word or excel document and send those files by wireless network.

You should look at saving your values in a *.CSV (Comma Separated Values) file as this type of file can be read by both Word and Excel.
