ScreenCapture does not appear to have any options and I wanted to be able to capture the screen at a smaller size. Do I have any options? Is the source code available for this somewhere? Any assistance is appreciated.

That wouldn't really be a screen capture then.  There are really 2 options I see:

1. take the capture then reduce the resolution yourself
