My opinion - I don't think there's any way from the sending endpoint to control what happens on the receiving endpoint. Think of the security issues with that.

Now, if you want to create an app that is installed on a client and prevents display of the toast, or display of the conversation window when an IM is received, maybe. I assume UI suppression prevents display of the conversation window. It may also prevent display of the toast. (You can also use the model API within the client SDK to for example,  create your own conversation window.)
