I have configured TFS2017 and try to setup build then i configured the build agent.

I keep getting the "No agent could be found with the following capabilities: msbuild, visualstudio, vstest" error,so i installed VS2017 and VS Test agent.

Still the same error. Not sure how to configure the build.

There is an issue with Visual Studio 2017 update 3 and older build agents. Try upgrading TFS to TFS 2017 update 2 and upgrade the build agent through the agent queue screen.
