我们正在使用TFS2013更新5.

we are using TFS2013 Update 5.

我们已定义 签入政策  - " Changeset Comments政策"强制用户在签入文件时输入评论。

we defined check in policy  - "Changeset Comments Policy" to force users to enter comments when check in files.

有没有办法为1位用户删除此政策？

is there any way to remove this policy for 1 user ?

在TFS中，没有为特定用户删除签入策略的功能。您可以在此处提交用户语音
，以添加"绕过登机手续"关于TFVC权限的政策" 权限，开发团队正在听取用户的声音。 

In TFS, there doesn't have a feature to remove check in policy for specific user. You could submit a user voice here to add a "Bypass check-in policy" permission on TFVC permissions , development team are listening to users' voice there.
