You have to be signed in to Windows Live ID, and you have to have registered your Subscription on the Subscription Benefits Portal (either MSDN or TechNet or Expression) depending on which Subscription you have.

I am not sure if you are an MSDN or TechNet Subscriber, but I will give you the MSDN links. The process is the same for TEchNet, but the links would be for TechNet.
