Base on the Interface ID, input message should be routed to respective receive location in BRE and this should be done through creation of dynamically receive location according to condition.

Can it be achieved without using ESB ??

Can you please elaborate on the scenario?? What is the requirement for the Interface ID?? Generally the message subscription is done on the message type which itself is sufficient in many cases. If you could elaborate on the scenario we can suggest the better approach.
