In Visual Studio 2012 Express RTM for Windows 8 it doesnt appear to have an Export Template option does anyone know where it is and how to access it?

Check out the "Tools / Customize / Commands" options in Visual Studio.

The command you are looking for should be the File group, so just drag it from the Customize dialog onto the File pull-down menu.
