I am using Visual Studio 2005 to create a native c++ application to run on a smart device.  I have been able to build, deploy, and run the application on an HTC Touch HD and LG Incite both running Windows Mobile 6.1 as well as an HP iPAQ running Windows Mobile 6.0.  When I try to deploy to an Acer F900 I get the following:

The bootstrap could not be loaded.
========== Build: 0 succeeded, 0 failed, 1 up-to-date, 0 skipped ==========

I am running ActiveSync 4.5 and the state is "Connected" while I am trying to do this.  On the phone, I have tried with and without the USB to PC "Enable advanced network functionality" selected.  I also tried loading NETCF 3.5.

Does anyone have any suggestions?  Is there something not installed on the phone properly?
