Hi,

no....they are cached when the iexplore.exe process is started....... you will see settings in Internet Options that have * requires IE to be restarted for changes to take affect.

See the Google Toolbar installer (toolbar.google.com) to get an idea of how they force an IE restart when their toolbar is installed.

Only scripted context menu extensions do not require a browser restart... however you do have to open a new tab/window for any new context menus to appear in the current iexplore.exe processes.
