I'm not a lawyer but typically the Windows CE license makes the operating system intrinsically linked to specific hardware. A removable disk would not fit that model so I'd be very surprised if it was acceptable under the license. That is, the device must be programmed with the OS before it leaves your warehouse. You may be able to send a recovery "disk" of some sort but you'll have to dig into that with your lawyer.
