I believe we can set it up so that the users can just include the Project Site email address in the TO: or CC: field of their Outlook message to send an email (with attachments) to the SharePoint Project Site.  What I have not been able to find is how to enable email for the SharePoint Project Site in Project Server 2010, and create the email address for each project.  Are there instructions somewhere?

    Yes - you can! The feature is a SharePoint feature called 'Incoming Email".

The configuration for this is initiated from Central Admin and once configured and enabled on a document library can receive incoming emails and attachments. (Still a manual process to enable it per project site - most customers seem happy with that though)
