Create simple shape, imperial units. Drag to a new stencil. Rename the shape to Base.
Edit the mater shape, adding one or more fields of shape data. Label, Name, Type, Language, Format, Value, Prompt, Sort Key are unimportant and may be anything. Check Ask on drop.
Close 'Base' to save the changes.
Drag and drop Base shape on a page. Expected behaviour upon drop - User is asked to provide the shape data through a pop-up dialogue.
Observed behaviour - The pop-up dialogue appears and accepts shape data.
Delete the shape from the page, not the stencil.
Edit the master base - add anything to it, guides, connection points, lines, text the addition is not important.
Close 'Base' to save changes.
Drag and drop 'Base' shape on a page. Expected behaviour upon drop - User is asked to provide the shape data through a pop-up dialogue. Observed behaviour - The pop-up dialogue DOES NOT appear and the user cannot add shape data.
However, on Copy Paste the behaviour for the Ask is as expected. The Ask Dialogue opens.
Simply adding another shape to a master with data should not alter the behaviour of drag and drop of that shape.
Please explain why Visio is acting in this manner and provide a work around or fix.

I tested in my Visio 2016 (16.0.8027.1010, 64-bit) using the steps you mentioned above, I can partially reproduce the issue in the second part after "Edit the master base - add anything to it, guides, connection points, lines, text the addition is not important. Close 'Base' to save changes."
But the first time I dragged and dropped Base shape on a page, the pup-up dialogue prompted as expected:
Could you please collect the detailed version information of both your Visio and Windows then we can do further research on this?
