If the files you are opening in Project 2013 were generated in Project 2007, they will generally open in compatibility mode which is read only. All you need to do is to Save As in Project 2013 and the files will then be full read/write when you open them again.

However, be advised that once the files are converted to Project 2013 format, you should not open them again in Project 2007 as working across versions, particularly files generated with versions prior to Project 2010, can cause problems. Project 2010 and Project 2013 share the same file format so working between those two versions is generally not a problem. If you absolutely must work between Project 2007 and Project 2013, make sure Project 2007 is updated with SP3.
