I've been working on a UWP app and would like to count notifications that arrive before the user opens the app to check them. Is there a way to get the current badge number so that I can add onto it? If not, what is the recommended way to deal with that?

不，徽章编号由系统控制（您需要首先确保在任务栏上显示徽章
功能）。收到通知后系统会自动更改徽章编号。 

No, the badge number is controlled by the system(you need to ensure Show Badges on Taskbar feature in the setting first). The system will change the badge number automatically when there is notification received. 

目前在UWP应用中，我们只能使用  通知听众

Currently in UWP apps, we could only access to all the notifications using Notification listener
