If I subscribe an on-exist contact first, then the following subscribe always fail.

要重现：

1. Create  UserEndpoint, then create the RemotePresenceView on this User Endpoint

2。订阅一个不存在的联系人，我可以从Subscribing - >获得RemotePresenceSubscriptionState更改事件。终止 - >终止

2. Subscribe a non-exist contact, I can get the RemotePresenceSubscriptionState change event, from Subscribing -> Terminating->Terminated
