Has anyone done or read research about how many bands of scrolling text can be read at once? Is there a standard?

I am lookig at a TV site with 3 bands of vertical scrolling text and find I am unable to focus on any one of the bands because my eye seems to flip to the other bands.   

I am not a computer person so please excuse the naive language in my question.
