I am trying to create an account in the sandbox account of Bing Ads API using php but I am failing to complete it.

In case you are asking about AddAccount, the AddAccount operation is not documented and is not supported for external use. If you are a reseller you can add accounts using SignupCustomer. If you are an agency you should use the AddClientLinks operation. Note: Only SignupCustomer is supported in sandbox.
