In 2007 the only API you can use to add rules is MAPI either using the OOM http://msdn.microsoft.com/en-us/library/bb208212.aspx or a third party library like Redemption/RDO. This has changed in 2010 SP1 where you can now use EWS or the Exchange Management Shell to create rules.
