This is a really stupid prompt. What were the developers thinking when they put this in? That I would click No? Of course I want to run it unelevated, I don't care! If that's what you have to do, then do it!

I can read between the lines here. What they're saying is, "we know there are buffer overruns and vulnerabilities in xperfview, but we can't be bothered to fix them (or, "our management didn't approve the work to fix the vulnerabilities, or, we released vulnerabilities to make the deadline, or, the architecture makes fixing the vulnerabilities unfeasible, or, we didn't have the budget, or, you're lucky we even released this with vulnerabilities, or whatever").

I think the fear was if xperf had a buffer overload, they didn't want it exploited.  It's in one of Mike's videos.
