Hello, take a look at EWS http://msdn.microsoft.com/en-us/library/dd633710.aspx (Exchange Managed API) that will allow you to operate Exchange server using C#. However if you need to move one server to another I would recommend you to use some native methods of exchange server replication and ask also in this forum http://social.technet.microsoft.com/Forums/en-US/exchangesvradmin/threads (exchange administration, not development).
