does anyone know what's the time between when an app is submitted to the Beta Market and when the testers will be able to see it and download it? In theory it seems the process is about two hours, but we have submitted an app which is in "Published" state, yet none of our testers can see it.

Regularly as you mentioned it's quite fast to do so but occasionally it's just taking longer and I believe Microsoft mentioned that it might take up to 24 hours to be deployed to servers worldwide (even though this is rarely the case).
