I notice that there is no 'completed instances' link on the BTS admin console in 2006.

For BizTalk 2006 there is no explicit link for compelted instances. You need to use Health and Activity tracking (HAT) tool to view the compelted instances. Go to HAT tool and click on Queries and then your desired option. This tool is out of box installed when BizTalk 2006 is installed on the machine.
