I'm creating a new build definition and one of the commands I want to execute is 

apt-get install golang

apt-get install golang

since go is not installed on the machine by default.

Firstly, please check if you can run the command in the machine directly. If it works locally , then check if the agent service account has the permission to run the command on target machine.

Another thing is make sure there are no any network problems to prevent the command getting the packages from internet. Also make sure no any other process thread impact that.
