I'm wanting to make certain I put my video in the best format for all user, both pc and mobile. Can someone offer me a setting that works well on websites for this?

I do not claim to be an expert but I have played with this a bunch.  Mp4 is the best format.  Details:

1.  Video - Use H.264 Baseline.  A lot of devices can't handle the other mp4 encoding options.

2.  Audio - ACC-LC.  A lot of devices have a problem with audio volume being too low.  I like to keep it loud but not distort it.  I generally set it at 2X.  This depends on source volume.

3.  Size.  Keep width at 800  or less.  Both width and height should be multiples of 16.  Some players have problems otherwise.

4.  Framerate.  All players handle 500kbps.  I consider 800kbps to be a minimum for an action video.  You may get a little pixelation but not bad.  1100kbps duplicates DVD quality in my experience.  Some players can't handle 1100kbps.

5.  Movie Info.  The info for the movie needs to be at the beginning of the file for streaming (called FastStart).  Expression Encoder does this but other encoders may not. 

I use a site called archive.org as a reference.  Their moving content usually has a format 512kbpsMp4.  See how the device you are interested in plays on that movie.
