我正在寻找强制执行代码检查的步骤，然后用户才能将代码检入tfs。我们正在使用内部TFS2015。我可以提交代码以供审核但不能强制要求。任何建议都将不胜感激。 

I am looking steps to make code review mandatory before user could check in the code into tfs. we are using inhouse TFS2015. I could submit the code for review but could not make it mandatory. Any suggestions would be appreciated.
