How can this be done with the face api if i where to have a photo uploaded of me or lets say 100 people which would be then chosen by the machine learning approach of a neural network to find the best fit for a fashion model ? Or is there a way to just find facial featuers within a persons facial structure and  make windows app that basically lets you see just that and evaulte a pass or null on ur own

If there's no such a feature that can help you find the best fit directly, but as you mentioned you could do some thing creative on your own for entertaining purpose:-). For example measure proportions among the 27 facial landmarks returned by API-face detection, or alternatively you could try comparing a person's face with a real fashion model's face and see who has the highest confidence level score by calling API-face verification.
