My company is moving from internally hosted Exchange servers to hosted Exchange, provided by Microsoft.  Does Microsoft Hosted Exchange (MSOnline) make EWS web-services available such that I can do all the EWS things I currently can do with our internal Exchange servers?

You should have some EWS exposure, however you should direct this question to BPOS Technical Support. If you have access to the BPOS panel already you can open a support ticket from there.
