Where I use "Copy as HTML" in TFS backlog web interface, as result I obtain in my clipboard a copy of Description field of my workitems including all HTML tags. The problem is that I'm not able to use this tags in order to format the text in any email client (I tryed Outlook, Thunderbird etc.) or other applications as described in point 3. here: https://www.visualstudio.com/en-us/docs/work/track/share-plans#copy-formatted-list-of-work-items . The text of description remains full of html tags and therefore unreadable!!!

According to the test in my machine, I get the same result as you. We could not change the field type now, it will copy as HTML with tags by default. As a workaround, you could open the work items with description field in Excel, then copy the sheet from Excel to your application like outlook, it worked well in my outlook.
